Will wind energy work on a small scale?

Any electricity production can be pushed to grid but the grid hook-up has a cost which may not be economic for the amount of production. A commercial arrangement where all the power is sold to a trading company then bought back means that power production may be netted off local consumption, reducing the power bill, but ensuring that the ROCs (Renewable Obligation Certificates) are still generated.
